In terms of engineering, an exoskeleton is just a motorized framework designed to be worn by a human, so no, not necessarily.

Biologically, almost all exoskeleton wearing species molt and remove their outer layer too as they grow, so a removeable exoskelton, like armour, fits the criteria.
